Overview

We are currently consulting on a Partial Update to our Local Plan. Our Local Plan is the document that sets out the strategy for how development takes place in Reading, and is the main consideration in deciding planning applications.

The existing Local Plan was adopted in November 2019, and we are now carrying out an update to make sure that key parts of the plan are up to date to help us achieve the development that best meets our needs. For example, the existing local plan requires updating due to the need for additional housing, including vital affordable housing. Updates are also needed to ensure that the right land is identified for the right uses, such as employment, retail, leisure and/or cultural use so that Reading can continue to serve all residents in the best way possible. 

This consultation is on Scope and Content for the updated plan, which generally describes how we expect to change each policy. We would like to hear your views on this, and this questionnaire enables you to respond to various questions set out within the Scope and Content document.

We have divided up the questionnaire into 12 main topics. You can click on each link which will take you to these topic-related questions. The questions are optional, so please only answer the question(s) which you wish to. 

The Council are keen for residents to share their views and help us shape the future of the borough for individuals and communities in a fair and sustainable way, so get involved and have your say.

What happens next

Once this consultation is complete, the Council will consider the comments received. A draft of the Partial Update will then be prepared, taking account of those comments. This draft will be under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012, which means that it will be the Council’s final draft before submitting the Partial Update to the Secretary of State. Submission marks the beginning of a process of public examination undertaken by an independent inspector, who will determine whether the plan is sound, legally compliant and fulfils the duty to co-operate. Depending on the outcome of this process, the Partial Update can be adopted. An updated version of the Local Plan incorporating the Partial Update will then be produced, and this will form part of the development plan, which is the first consideration in deciding planning applications.
